The Collapse of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are issued from different nations. Immense energy is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from Russian territory, a ability provided through current data. From witness perspectives, military aircraft that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: possibly the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.

Continuous Dangers

Soon after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a defensive team – most likely Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those full day illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, certainly, continue.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership functions according to a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, American administration does little to discourage Russia, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their objective will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
